               Authorized Economic

               Operator : AEO Programme







                      The Customs Department has implemented the Authorized Economic Operator (AEO)
               Programme in accordance with the SAFE Framework of Standards to Secure and Facilitate Global

               Trade (SAFE Framework) of the World Customs Organization (WCO), with the objective of enhancing
               awareness of supply chain security between Thai Customs and the private sector, strengthening
               international trade competitiveness, and facilitating trade in customs procedures since B.E. 2552

               (2009). The AEO Programme has been implemented continuously in a concrete manner. There are
               two categories of AEO operators, namely AEO Importers/Exporters and AEO Customs Brokers.
               At present, there are a total of 408 AEO operators, consisting of 206 AEO Importers/Exporters and

               202 AEO Customs Brokers (data as of September 2025).



               Implementation of Mutual Recognition Arrangements
                      At present, the Customs Department continues to expand cooperation with foreign customs
               administrations through the conclusion of Mutual Recognition Arrangements (MRAs) under the AEO

               Programme. The Customs Department has already signed AEO-MRAs with customs authorities
               of the following partners: Hong Kong, the Republic of Korea, Singapore, Australia, Japan, New

               Zealand, ASEAN, and China. In addition, negotiations are currently underway with Malaysia and
               India.
