Mutual Recognition Arrangement with the Customs Administration
of the People’s Republic of China

The Customs Department of the Kingdom of Thailand and the General Administration of
Customs of the People’s Republic of China have signed a Mutual Recognition Arrangement (MRA)

for Thailand’s AEO Programme and China’s Enterprise Credit Management Programme. As a result
of this signing, Thai AEO exporters will receive facilitation in customs procedures when exporting
goods to the People’s Republic of China. This MRA represents the eighth MRA that Thailand has

fully concluded with foreign customs administrations, following those with Hong Kong Special
Administrative Region, the Republic of Korea, Singapore, Australia, Japan, New Zealand, and
               ASEAN.

The People’s Republic of China is Thailand’s largest trading partner, with a total trade value
exceeding THB 4 trillion (2024). In recognition of the importance of supply chain security and the

promotion of trade efficiency between the two countries, the Customs Department and the General
Administration of Customs of the People’s Republic of China commenced negotiations on this MRA
in September 2019 and conducted Joint Site Validation in 2023.

Following the signing, the Customs Department and the General Administration of Customs
of the People’s Republic of China will jointly promote the implementation of the MRA in order to

initiate the exchange of customs facilitation benefits for Thai AEO exporters in subsequent stages.
