Phase 2 Pathfinder Pilot under the ASEAN AEO Mutual
Recognition Arrangement
The Customs Department implemented the Phase 2 Pathfinder Pilot under the ASEAN
Authorized Economic Operator Mutual Recognition Arrangement (ASEAN AEO MRA: AAMRA) to
pilot the exchange of facilitation benefits among ASEAN Member States. Participating countries
in this phase include Cambodia, the Lao People’s Democratic Republic, Myanmar, and Viet Nam,
together with the Phase 1 pilot group, comprising Brunei Darussalam, Indonesia, Malaysia, the
Philippines, Singapore, and Thailand.
The pilot project had a duration of four months, divided into two phases, as follows:
from 31 July to 30 October 2025, with eight participating Member States, namely
Phase 1 Cambodia, the Lao PDR, Brunei Darussalam, Indonesia, Malaysia, the Philippines,
Singapore, and Thailand.
from 30 October to 28 November 2025, with additional participation by Myanmar
Phase 2
and Viet Nam.
This project represents an important milestone for ASEAN in advancing customs
cooperation, enhancing trade facilitation, and strengthening regional connectivity
among Member States.
