In addition, Thailand has continuously made progress in electronic data exchange with
trading partner countries. Under the ASEAN Single Window (ASW) framework, all 10 ASEAN

Member States have completed the exchange of ATIGA e-Form D and the ASEAN Customs
Declaration Document (ACDD). Thailand has successfully connected e-Phyto Certificate data
exchange with Indonesia and the Philippines, and is currently testing data exchange with Brunei.

Furthermore, Thailand and Japan commenced full-scale electronic exchange of e-Certificate of Origin
(e-CO) under JTEPA (for exports) on 2 June 2025, while the pilot phase for receiving e-CO JTEPA
(for imports) is scheduled during August-October 2025, with full implementation commencing on

4 November 2025. For e-Phyto Certificate Data Exchange with Non-ASEAN Countries, Thailand has
established e-Phyto Certificate data exchange via the IPPC Hub with non-ASEAN countries. The
Department of Agriculture, National Bureau of Agricultural Commodity and Food Standards (ACFS),

and the Customs Department have successfully tested data transmission to 10 countries and data
reception from 5 countries. The system is currently in actual operation with the Republic of Korea

and is undergoing live testing with Australia starting from 15 July 2025. However, the Republic of
Korea and Australia continue to use paper-based certificates in parallel with the electronic system
until the amendment of the Plant Quarantine Act B.E. 2507 (1964) by the Department of Agriculture

is completed, in order to fully support the use of electronic e-Phyto Certificates in the future.
