Human Resource Development
























                      The Customs Department places the highest importance on “the development of the potential

               of personnel at all levels” in order to drive mission performance toward achieving the Customs
               Department’s vision and strategic objectives. The Human Resource Management Division has formulated
               a Customs Department Human Resource Development Plan, focusing on comprehensive personnel

               development at all levels and promoting and supporting personnel development activities by
               operating units through various approaches, in accordance with the specified objectives. The objectives

               are to enhance knowledge, capabilities, skills, competencies (skill sets), and mindsets of personnel in
               a comprehensive and continuous manner, particularly in the development of customs-related
               knowledge and managerial competencies appropriate to the position levels of civil servants.

               The Customs Department Human Resource Development Plan for Fiscal Year B.E. 2568 (2025) recorded
               the following summarized implementation results:

                      The Human Resource Management Division organized training programs in accordance with
               the Customs Department Seminar and Training Plan for Fiscal Year B.E. 2568, covering six (6) programs
               as follows:

                      1. Core Competency Development Program
                      2. Managerial Competency Development Program
                      3. Employee Operational Efficiency Enhancement project

                      4. Functional Competency Development project
                      5. Private Sector and Civil Society Engagement Enhancement project
                      6. International Cooperation on Capacity Building project

                      The Division conducted personnel development activities in accordance with the Human
               Resource Development Plan for Fiscal Year B.E. 2568, as well as training courses outside the Plan,

               totaling 54 courses, comprising 51 internal training courses and 3 external training courses.
                      A performance indicator and target were set, requiring that no less than 80 percent of personnel
               participate in development activities under the Plan. In Fiscal Year B.E. 2568, 3,736 Customs personnel

               completed training under the Plan, representing 98.55 percent of the target number (3,791 persons).
               In addition, 522 external participants completed training, representing 48.61 percent of the planned

               number (1,120 persons)
