                       and Organizational Management toward the Digital Era




               5.1     Development of Competencies and Capabilities of Customs Personnel
                      Project on the Development of Digital and Technological Skills toward a Digital Organization
                      The Customs Department places strong emphasis on modernizing the organization through the adoption of
               innovation and digital technologies across its operational processes, including trade facilitation, revenue
               collection, the provision of customs tax incentives, and customs control. Implementation of this project
               supports the development of digital skills among personnel in alignment with expected roles and behaviors in the
               transformation of the public sector toward digital government. The project also contributes to the enhancement
               of essential skillsets required for operations in the digital era and the 21  century, as well as competencies

               necessary to drive public sector reform in accordance with government workforce development frameworks.
               Moreover, personnel are enabled to apply digital skills in their daily operations to support the effective and efficient
               integration of technology into customs processes, while remaining adaptive to rapid technological changes and
               maximizing the benefits of digital technologies.

               5.2     Strengthening an Organizational Culture Based on Good Governance
                      “Cultivating Ethical Awareness and Good Governance to Prevent Corruption and Misconduct in the Public
               Sector” Project The Customs Department recognizes the importance of improving work processes in parallel
               with fostering organizational values, ethics, and integrity among its personnel. Accordingly, the Department has
               implemented the “Cultivating Ethical Awareness and Good Governance to Prevent Corruption and Misconduct
               in the Public Sector” project, comprising five sub-activities, namely:
                      1.  Thinking Good, Doing Good: Customs Can Do It;
                      2.  Observance of Dhamma Practice on Buddhist Holy Days;
                      3.  Royal Teachings, Moral Principles, and Guidance;
                      4.  Support for Personnel Requesting Leave for Buddhist Ordination or Participation in the Hajj Pilgrimage
                      5.  Good Deeds Legacy Program.
                      These activities encourage personnel to apply religious principles and moral teachings in their daily
               lives and official duties. As a result, (In return), the Department’s operations are strengthened through enhanced
               effectiveness, good governance, transparency, and fairness.

               5.3     Strengthening Employee Engagement with the Organization
                      “We Love Customs” Project The We Love Customs project aims to examine factors associated with
               the level of employee engagement within the Customs Department and to define approaches and methods for
               strengthening organizational commitment. The project seeks to enhance overall operational efficiency of both
               personnel and organizational units, while assessing the success of government workforce development initiatives
               in line with the 20-Year National Strategy (B.E. 2561–2580), particularly Strategy 6: Rebalancing and Developing
               the Public Sector Management System. In addition, the project aligns with the National Strategy Master Plan on
               Public Service Delivery and Government Efficiency (B.E. 2561-2580), Sub-plan 5 on the development of public
               sector personnel. The initiative emphasizes cultivating personnel who uphold public service values, ethical
               principles, integrity, professionalism, and high competence. Factors influencing employee engagement are
               examined through surveys and behavioral analysis of Customs Department personnel.
