1 Development of Customs Procedures to Facilitate Trade

and the National Logistics System

1.1 The Improvement and Development of Customs Procedures through Modern Information
Technology under Budgetary Constraints
A project on the Development of the Electronic Certificate of Origin Data Exchange System between
Thailand and Japan (e-CO JTEPA) The utilization of tariff preferences under the Japan–Thailand Economic Partnership
Agreement (JTEPA) has resulted in a continuous increase in import and export values each year. This growth has led
to a corresponding rise in the issuance of Certificates of Origin (CO) in paper form, as well as an increased volume and
workload for customs officers in verifying import declarations together with the accompanying Certificates of Origin. In
addition, importers were required to upload Certificate of Origin documents in PDF format, which caused inconvenience
to traders. In response, the Information and Communication Technology Center developed an electronic system for
the storage of Certificate of Origin data and Certificate of Origin revocation data between Thailand and Japan under
the e-CO JTEPA, including related response messages. The system operates through the Customs Department’s
ebXML Gateway and the National Single Window (NSW) platform, serving as a centralized database for the electronic
verification of Certificates of Origin exchanged between Thailand and Japan under the JTEPA. This system enables
customs officers to verify electronic Certificates of Origin against import declaration data efficiently and accurately.

1.2 The Development of Infrastructure and Facilities in Border Areas and Special Economic Zones
A project on the Construction of Office and Residential Buildings, together with Related Facilities, for the
Chachoengsao Customs Service Unit, Bang Pakong Subdistrict, Bang Pakong District, Chachoengsao Province As
the Eastern Economic Corridor (EEC) project plays a significant role in the development of transportation infrastructure
and connectivity with other economic hubs in order to support business activities, this resulted in economic expansion
and a substantial increase in the number of entrepreneurs under the responsibility of the Chachoengsao Customs
Service Unit. Thus, additional customs officers to accommodate the expansion of economic growth are required.
In this regard, the Customs Department requested the allocation of state-owned land from the Treasury
Department for the construction of a new office building and residential accommodations for civil servants in
accordance with established standards. The new facilities are intended to support operational activities and serve
as a central hub for the provision of customs services in Chachoengsao Province.

1.3 Strengthening the Participation of Other Stakeholders Related to Customs Operations
Online Public Relations Project for the Customs Department Advancements and rapid changes in
information technology have given rise to new communication channels that are convenient, fast, and capable
of reaching target audiences anytime and anywhere. Accordingly, the Customs Department recognizes the
need to define communication strategies that are aligned with such developments. This project aims to enhance
online communication channels for the (distribution) dissemination of news, activities, and knowledge related
to customs operations. It enables target audiences to gain awareness and understanding of the Customs
Department’s missions, while also ensuring that customs services are delivered in a manner that is convenient,
efficient, modern, and responsive to the evolving dynamics of global trade.
