3       Development of an Efficient and Integrated Customs





                       Control System



               3.1     Enhancing Customs Control Capacity through Technology under Budgetary Constraints
                      A project on the Development of Customs Control Processes through the Integration
               of  Modern  Technology  with  Existing  Systems The Customs Department conducted a study on
               approaches for procuring container inspection systems using X-ray technology to ensure efficiency
               and cost-effectiveness. The study found that the Bangkok Port Customs Office, Bangkok Customs
               Office (Phra Samut Chedi Customs Service Unit), Sadao Customs House, Kantang Customs House, and
               Aranyaprathet Customs House handle high volumes of import and export cargo, with a continuous
               upward trend. To accommodate such volumes, the study concluded that the most suitable technology
               would be drive-through X-ray scanners equipped with Artificial Intelligence (AI) image analysis systems. This
               modern technology enables rapid scanning, supports increasing trade volumes, and allows X-ray images
               generated by drive-through scanners to be effectively analyzed for customs risk through AI-driven
               processes. As a result, customs clearance procedures can be conducted more efficiently, particularly
               at customs offices and checkpoints with high cargo volumes, while also reducing time-related costs
               for private sector operators. In addition, the Customs Department has examined ways to maximize the
               efficiency of existing technologies by integrating AI-analyzed X-ray image data together with all available datasets
               into a large-scale database currently being developed on a cloud computing platform. These data are centralized
               at the Targeting Center, which served as the Department’s central data repository. AI systems are employed to
               analyze and screen both current and historical data, thereby enhancing the Department’s capability to identify
               customs risk targets through advance manifest data (Targeting). This risk management approach serves as a
               critical tool to support officers in accurately, rapidly, and effectively identifying trends in customs offences.


               3.2     The Development of Customs Control through Risk Management
                      A Pilot Project on Risk-based Targeting to Enhance the Effectiveness of Customs Control
                      With a significant increase in import and export volumes, combined with limited resources in terms of
               personnel and inspection equipment, it has become impractical to physically inspect every shipment or fully monitor
               cross-border movements of persons. At the same time, global customs administrations place strong emphasis
               on trade facilitation policies, requiring a balance between enforcement and efficiency.
                      Accordingly, customs officers must selectively inspect only certain shipments. Targeting is a key risk
               management tool that enables officers to effectively select cargo for inspection, significantly increasing the
               likelihood of detecting violations among inspected consignments, while simultaneously reducing the overall
               inspection rate. This approach facilitates faster customs clearance and enhances overall operational efficiency.
