1. Efficiency enhancement of NSW e-Form, a central request platform
among government agencies on NSW
At the 5-1/2013 meeting of the Sub-committee on Information integration for exports and
logistics on 1 February 2013, the sub-committee approved the 2 structures of information
exchange on NSW in line with Single Window Concept in which, 1) operators have their own data
preparation system and are able to prepare information for their requests and submit to
governmental agencies via NSW and 2) operators do not have their own information preparing
system and rely on the NSW e-form system on www.thainsw.net to record their information and
submit requests to related government agencies on NSW; one single submission can reach many
agencies at a time. For both structures, government agencies must develop their own systems
for integration and exchange of information with business operators on NSW, using the same
standard and structures as the NSW system.
On Tuesday 2 July 2013, the Customs Department, as the leading agency in establishing
SW system, proposed the development of electronic otifcation of roduction Information as a
Single Form. 6 agencies, comprised of Food and Drug Administration, Department of Fisheries,
Department of Livestock Development, Department of Industrial Works, Department of Agriculture,
and Department of nergy usiness, discussed the proposal and considered using otifcation of
Production Information, prescribed by the Hazardous Substance Act B.E.2535 as a pilot project,
seeing that the information has similar structure and is subject to the same act. After the meeting,
related agencies discussed the process in granting license/certifcate, the shared cross-structure,
and approaches for the development of notifcation of production information submission system
for hazardous substances. Many of these agencies, such as Food and Drug Administration,
Department of Energy Business and Department of Fisheries have already opened their systems to
business operators. The system has beneftted both private and public sectors, reduced
duplication of work, burdens of inputting data, times spent in dealing with the authorities, and
saves cost and budget for governmental system development. Thus, it is worth expanding the
system to cover other goods which are supported by the public sector to encourage and facilitate
imports, exports, and logistics and boost Thailand’s overall economy.
The goal in developing SW Single Form system is to enhance the system effciency to the
point that allows government agencies which are responsible for granting or licenses/certifcate to
utilize the integrated data structure. For instance, in the case of hazardous instances, among
