Enhance tax collection efficiency and effectiveness based on
good governance principle

The Customs Department has developed notifcation system for undervalued declaration
of imports to facilitate data fltering in shipping documents during Customs clearance procedures.
If the value declared appears to be lower than the set range, ac uired through analysis, a notifcation
message will show up on the screen of shipping document so the offcer can re-inspect and,
potentially ask for additional documents from the importer to verify the declared value.
The automated undervaluation notifcation system helps enhance performance effciency of the
offcers, save time in Customs clearance procedures, guarantee fairness and accuracy in tax and
duty collection, limit offcers discretion in valuation, and correct defciency of good value database,
which is still lacking effciency and effectiveness in risk management. This would, thus, reduce trade
issues and obstacles. Selected goods are used as sample data for analysis, to design the notifcation
system according to the determined rules for automated warning.

Develop human resources capacity and organizational
management
1. Customs Knowledge Test: CK Test
The Customs Department is fully aware of the importance of human resources capacity
development and organizational management. As personnel is a key to drive the organization
forward, development of knowledge, skills and expertise in both Customs fled and other
work-related felds is necessary for offcers to effciently and effectively fulfll their responsibilities,
conforming to the changing roles and missions. For these reasons, the Customs Department has
organized trainings on Customs Act 2017 and Customs Knowledge Test: CK Test to prepare offcers
for supervisory positions and encourage self-learning and self-development among Customs
offcers.
