Develop Customs measures and international trade information
to promote border trade and global trade connectivity
1. Mutual Recognition Arrangement: MRA of AEOs
MRA is a mutual agreement between Customs department on the standard for AEOs
implementation and exchange of privileges between AEO entrepreneurs. Thai entrepreneurs with
AEO standard will be granted Customs privileges when exporting goods to foreign countries under
the MRA. Not only facilitating international trades, the MRA also strengthens the relations between
Thai Customs Department and foreign customs agencies in a way. As an important tool towards the
success of AEO standardization program, increasing number of countries are now signing MRA of AEOs.
Thailand has signed MRA with the Customs and Excise Department of Hong Kong (China),
Korea Customs Service, and recently signed MRA with Singapore Customs on 29 June 2018 at WCO
Headquarters in Brussels, Belgium. At the moment, Thailand is discussing an MRA with major trade
partners: Malaysia, Australia, and Japan.
2. AE E D B A
After Thai Customs Department signed an MRA with Hong Kong Customs, both agencies had
a technical meeting on the exchange of privileges regarding the development of computer systems
to accommodate privilege exchanges with AEO entrepreneurs from Hong Kong. Pilot operation has
already be launched with success in acknowledging and granting privileges to Hong Kong AEO
entrepreneurs. Currently, full Implementation of the system is pending for approval.
