Prevention and Suppression of Cigarettes and Electronic Cigarettes

With regard to the prevention and suppression of illegal goods such as electronic cigarettes,
electronic cigarette devices, and electronic cigarette liquids, these items are classified as prohibited imports
pursuant to the Notification of the Ministry of Commerce on the Designation of Baraku and Electronic Baraku

or Electronic Cigarettes as Prohibited Goods for Importation into the Kingdom, B.E. 2557 (2014), dated
12 December 2014. At present, the spread of electronic cigarette use in Thailand is a matter of serious concern,
particularly among children and youth, for whom usage has shown a rapidly increasing trend. In order
to ensure that the control, prevention, and suppression of the smuggling of electronic cigarettes and related

accessories are carried out in accordance with the Government’s policy of strict and decisive enforcement,
the Customs Department has implemented rigorous, resolute, and continuous measures to prevent and
suppress the smuggling of electronic cigarettes. During Fiscal Year 2025 (B.E. 2568), Investigation and
Suppression Section 1, Enforcement Division, recorded the following enforcement results:

• Cigarettes: a total of 719 cases, with a seized value of THB 7,792,418.16; and
• Electronic cigarettes, electronic cigarette devices, and electronic cigarette liquids: a total of 109
cases, with a seized value of THB 16,981,200.00.

At present, the spread of electronic cigarettes has become increasingly serious, with proliferation
extending to children and youth, including primary school students, which may lead to health problems and
other related issues.
The Customs Department has recognized the seriousness of this issue and has therefore established

joint operational plans for the prevention and suppression of the smuggling of cigarettes and electronic
cigarettes within the territory of Thailand, in order to ensure concrete and coordinated implementation at both
the central and operational levels across all Customs offices. These include an operational plan to control
the spread of electronic cigarettes. The implementation of both operational plans is aimed at the following

objectives:
• Control at the source, through inspection of goods at ports/points of entry, with the use of X-ray
machines to inspect containers and cargo trucks, as well as patrol operations in high-risk areas along the
borders.

• In-transit inspection, through inspections at postal facilities, private logistics companies,
and warehouses, with the use of handheld X-ray devices for examination.
• Enforcement at the destination, through the arrest of sellers at retail outlets selling electronic
cigarettes (prior to the goods reaching consumers).
