Message from
the Director-General
In Fiscal Year 2025, the Customs Department has continued to drive its key missions with
determination, aiming to support the nation’s economic development toward stable and sustainable
growth, while ensuring social security and safety. This is aligned with the Department’s vision of
being “Leading Customs organization promoting economic sustainability and social security with
innovation and excellent services.”
To achieve these goals, I have set forth policies to guide operations across three key dimensions:
1. Trade Facilitation and Investment Promotion, including measures to reduce costs for
entrepreneurs;
2. Customs Control, which emphasizes the application of information technology and
technological systems to enhance operational efficiency, promote transparency, and reduce
discretion in enforcement; and
3. Customs Incentive Measures, focusing on the appropriate application of existing
customs-related benefits to incentivize and support trade and investment in various targeted
industries in line with government policy.
Throughout the year, the Customs Department has implemented various initiatives aimed
at enhancing the efficiency of customs operations. Key accomplishments include:
1. The development of the electronic exchange system for Certificates of Origin between
Thailand and Japan (e-Co JTEPA) to further facilitate trade and logistics;
2. The “Tax Incentives Delivery” seminar (Delivery for Tax Incentives) under the theme
“Moving the Future with Smart Tax Incentives: Advancing Toward a Sustainable Future through
Customs Tax Benefits,” along with Business Matching activities to create new business opportunities
for entrepreneurs in the automotive and auto-parts sectors;
3. The development of the electronic Delivery Order system (e-D/O), which enables
electronic data exchange through the THAI NSW central platform. This helps reduce paper-based
procedures, enhances speed and transparency, and enables traceability—marking a significant
step toward fully digitalizing the import process;
4. The suppression of illegal goods, including narcotics, cannabis, electronic cigarettes,
electronic waste, and non-TISI-certified products, which pose serious threats to national security,
public health, the environment, and the overall economy;
5. The “Innovation We Can” initiative, designed to cultivate an environment that supports
innovation and the Department toward becoming a fully innovative and digital organization.
I would like to express my sincere gratitude to all executives, officers, and personnel of the
Customs Department for their continued dedication in supporting our mission. I have full confidence
in the capability of our staff to elevate the organization toward excellence and to serve as a vital
mechanism in strengthening Thailand’s competitiveness on the global stage in a sustainable manner.
