Categories of Express Consignments

Category 1: Non-dutiable Documents: This category comprises documents which are not subjected to duties and taxes under Part II of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included. 
Category 2: Non-dutiable Consignments: This category comprises:
  1. Consignments not subjected to duties and taxes under Part II of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included.
  2. Consignments whose CIF value does not exceed 1,500 baht and which are exempted from applicable taxes and duties under Part IV, Heading 12 of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included.
  3. Trade samples of no commercial value which are exempted from applicable taxes and duties under Part IV, Heading 14 of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included.
Category 3: Dutiable consignments imported through a Customs airport, of which FOB value according to their Air Waybills does not exceed 40,000 baht. Prohibited or restricted goods and goods requiring sample analysis are not included. 
Category 4: Other consignments than those under Categories 1, 2, and 3.

Customs Procedure for Imported Express Consignments
  1. Liability for duty and tax payment for imported express consignments applies once the aircraft carrying the consignment arrives at a Customs airport.
  2. Freight charge used to determine Customs valuation
    • The freight charge as in the invoice or evidence for freight payment is used for determining Customs valuation
    • In case where there is no such document in 2.1 above, average freight rate based on zone determined by the Thai Customs will be used
    • In case where the accuracy of the freight charge is suspicious, the Thai Customs Department may request evidence for freight charge payment from the consignee or the freight forwarder
